Full-time, Non-exempt position

SUPERVISORY CONTROL: Environmental Health Manager
*SALARY*: Grade 10 (starting wage = $23.

· Master of Science Degree in Environmental Sciences, Water Resources, Hydrology, or a closely related field *OR* · Bachelor’s degree in Environmental Sciences, Water Resources, Hydrology, Riverine Ecology, or a closely related field *AND* a minimum of 5 years of experience.
It may be a combination of collegiate and work experience.
· Technical knowledge and experience with climate change issues, including climate change impacts on hydrological and ecological processes is preferred.
· Experience designing and implementing water resources projects and studies is preferred; for example, groundwater studies.
· Ability to assess and analyze environmental data.
· Must have knowledge and experience with environmental standards, regulations, and laws.
· Excellent oral and written communication skills; legible handwriting; must work effectively with other people at a variety of ages and levels; able to work independently to get a project completed.
· Must have exceptional organizational skills.
· Must have strong writing skills, including technical writing, grant proposals, and writing for non-scientists.
· Must possess a minimum of one year of full-time supervisory experience.
· Must have experience administering programs and writing grants.
· Must have experience with Arc GIS, Microsoft Word, Excel, and PowerPoint.
· Must possess effective communication and organizational skills.
· Must be self-motivated with excellent problem-solving ability.
· Must be able to continuously sit; occasionally stand and walk and carry up to ten (10) pounds.
· Must be in good physical condition and lift fifty (50) pounds, unassisted.
· Must be willing to travel at least 50 miles three (3) days per week, as necessary.
· Knowledge of Tribal, State, and Federal regulations, permitting, and statutes.
· Must be willing and able to conduct fieldwork in remote locations both independently and in crews.
· Must be willing and able to work in rugged terrain and conditions including times of inclement weather such as snow, rain heat, or cold.
· Must be willing to work flexible hours including 8+ hour days, late nights, early mornings, and weekends.
· Able to work effectively and maintain a disciplined and professional work ethic both with minimal supervision and in a team environment.
· Must have a valid, unrestricted driver’s license and be insurable and able to operate fleet vehicles.
· Must be able to obtain a satisfactory clearance in accordance with the Indian Child Protection and Family Violence Prevention Act Background Investigations Policy.
· Employment is contingent upon the satisfactory result of a Security Background Check, pre-employment drug testing, and pre-employment physical.

*ESSENTIAL DUTIES AND RESPONSIBILITIES * 1.
Coordinates the processing, posting, and timely payment of all invoices.
2.
Administer Water Resources Program including preparing and submitting grant/contract applications, managing budgets, scheduling fieldwork, tracking and evaluating progress about goals and objectives defined in program work plans/contracts, writing semi-annual and final reports, updating technical documents, and further developing of program.
3.
Shall be required to work with minimal supervision to solve both technical and practical problems.
4.
Serves as a contact with Indian Health Service for water and wastewater programs on Tribal lands in Baraga and Marquette counties and shall assist Indian Health Service when necessary.
5.
Assess, understand, and communicate impacts on water resources.
6.
Assists staff with problem resolution regarding purchase and procurement policies.
7.
Summarize available climate data and connect it to research, monitoring, and survey results.
8.
Supervise and train Water Resources Program staff.
Approve weekly payroll for supervised staff members, conduct annual performance reviews, and provide direction in developing and implementing water program goals.
9.
Manage water resources data including preparing necessary data summaries and submissions.
10.
Held accountable, to a very high degree, for the accuracy and thoroughness of departmental records and reports.
11.
Participate in regional, tribal, and other monitoring networks.
12.
Review planning and permitting documents, and participate in consultation activities.
13.
Work with multiple computer programs including MS Word, MS Outlook, MS Excel, AWQMS, and Arc GIS.
14.
Identify new funding sources to address water resources needs and write grant proposals.
15.
Responsible for organizing Tribal Water Day.
16.
Assist with other environmental projects/ events as needed focusing on climate change and water protection.
17.
Conduct outreach to increase public awareness of climate change and water resources impacts.
18.
Consult and participate in initiatives to reduce contributions to climate change.
19.
Evaluate compliance with environmental standards and other legal requirements.
20.
Review planning and permitting documents, and participate in consultation.
21.
Attend and participate in professional group meetings, including tribal, federal, state, and local agencies and groups; stay abreast of current issues.
22.
Ensures proper management of grants and Tribal Council funds necessary to implement program activities.
Manages and oversees subcontractors completing grant or Tribal-funded water program activities.
23.
Works with Water Program Staff on the development of a Clean Water Act 319 Tribal Nonpoint Source Pollution Program; which includes obtaining treatment in a manner similar to a state for section 518 of the Clean Water Act, establishing a Nonpoint Source Assessment Report, and a Nonpoint Source Management Plan.
24.
Assists the Natural Resources staff and Tribal Council to implement various surface, ground, and wastewater programs as they relate to climate change impacts on hydrological and ecological processes.
