POSITION SUMMARY: The Accountant, under the direction of the Senior Accountant, is responsible for the development, implementation, and maintenance of all financial reporting activities for all assigned companies, services, and programs within the Tribe.
The position is responsible for ensuring compliance with all Accounting, GAAP, and applicable Federal, State, and Tribal regulations and/or policies and procedures.
ESSENTIAL FUNCTIONS: (includes, but is not limited to, the following) Prepares and analyzes complex financial reports, spreadsheets, and other reports for Senior Accountants.
Prepares internal and external detailed financial statements from JD Edwards, cost center financials, and general ledgers for all assigned companies.
Analyzes financials to ensure accuracy and compliance with State, Federal, GAAP, and Tribal regulatory authorities.
Assists with annual budgets for each cost center, and as needed, budget modifications, with individual managers and supervisors responsible for their assigned cost centers to prepare, and make projects; track performance-based budgeting measures and prepare special reports and projects including Federal Financial Reports (FFR) for grants.
Assists with bank and cash account management; including daily, monthly, quarterly, and annual reconciliations as needed.
Assists with developing fixed asset detail for all assigned entities, identifies, enters, and tracks the transfers, sales, and disposition.
Assists in the development of internal controls for the assigned entities and ensures compliance with internal controls.
Collects and compiles financial data for Annual Audits, as well as month-end, quarter-end, and year-end budget reconciliation and closing processes for all cost centers for journal entries into the general ledger and report to the Senior Accountant and Comptroller any matters impacting the effectiveness of the operations of the accounting division.
Maintains contract files for numerous Federal, State, and local grants and/or contracts.
Trains and assists Department Managers and Division Directors in interpreting budgets and basic financial statement analysis.
Reviews disbursement vouchers, inter-company payments, etc.
for proper documentation, company, cost center, and account numbers.
ADDITIONAL RESPONSIBILITIES: (includes, but is not limited to, the following) Attends related meetings and financial review meetings as required.
Attends Federal and State conferences and training as required.
Assists Department Manager and/or Division Directors and staff with general questions and issues related to financial management.
All other job-related duties as assigned.
CONTACTS: Immediate peers, peers in other departments, immediate supervisor/manager, managers in other departments, executives, Board of Directors, customers, outside vendors/service providers, Federal, State, and local agency representatives, and funding sources.
PHYSICAL REQUIREMENTS: Position light with the lifting of 20 pounds and frequent lifting/carrying up to 10 pounds.
Physical factors include constant sitting and typing; frequent use of hearing and occasional standing, walking, carrying/lifting, stooping, kneeling, reaching, manual handling, use of near/midrange/far vision, depth perception and color/field of vision, travel, and bending.
Working conditions include occasional exposure to weather, extreme heat/cold and wet/humidity, noise, vibration, and air quality.
Potential hazards include constant computer use and occasional exposure to moving mechanical parts, insecticides/pesticides, client contact, and equipment use.
REQUIREMENTS: Education: Bachelor's Degree in Accounting, Business, or Finance or will accept five years combination of education and work experience in the accounting field in lieu of degree.
Experience: A minimum of 3 years of experience in the field of Accounting is required in addition to the above-stated education or experience.
A minimum of one year of supervisory experience is required.
Certification/License: Must undergo a background investigation done under the rules of the National Indian Gaming Commission.
Must obtain a Gaming License and maintain good moral character standing.
Will be required to complete and pass pre-employment drug testing.
Knowledge, Skills, and Abilities: Must have experience and working knowledge of accounting systems and software,word processing, expertise with excel spreadsheets, inventory systems, and GAAP standard accounting practices supported by internship or coursework grades.
Knowledge of JD Edwards, financial analysis spreadsheet tool, Microsoft Office Suite, and other accounting tools preferred.
Must have knowledge of or ability to learn Tribal programs and services, MISC, Tribal structures, divisions, and departments.
Must have knowledge of Federal, State, and Tribal policies and regulations governing grant funds such as OMB Circulars, 2CFR 200, and the Common Rule.
Knowledge of accounting, budget preparation, inventory management, and data entry procedures, including journal entries, accounts payable and receivable, bank reconciliation procedures, cash handling, purchasing documentation, timekeeping, filing and archiving systems, and organizational management principles and practices supported by coursework grades demonstrating the competence required.
Must have excellent public relations/customer service skills and be able to exhibit a friendly and positive attitude and establish and maintain effective communication with co-workers, supervisors, and guests.
Must have working knowledge and be able to use office machines, such as calculator, copier, fax, printer, and computer.
Must be able to communicate effectively, verbally and in writing, in a diverse range of audiences and settings.
Must be able to establish and maintain an effective working relationship with supervisory personnel, coworkers, and the general public.
Must be able to work under pressure and handle difficult situations.
Must be able to provide training to staff including the ability to demonstrate procedures.
Must be able to analyze data and develop solutions.
Must be able to work with no minimal to no supervision.
Must maintain confidentiality.
Native American preferred.
